Make pasta dough
In a large bowl, mix flour and salt. Create a well in the center and add eggs. Gradually incorporate flour into the eggs until a dough forms. Knead for 10 minutes until smooth and elastic. Wrap in plastic and let rest for 30 minutes.
Prepare meat sauce
In a large pot, cook ground beef over medium heat until browned. Remove beef and set aside. Finely chop onion and mince garlic. In the same pot, sauté onion and garlic until softened. Add crushed tomatoes, tomato paste, oregano, basil, salt, and pepper. Simmer for 30 minutes.
Make béchamel sauce
In a saucepan, melt butter over medium heat. Whisk in flour and cook for 2 minutes. Gradually whisk in milk until smooth. Add nutmeg, salt, and pepper. Simmer until thickened, about 10 minutes.
Roll out pasta
Divide pasta dough into 10 pieces. Using a pasta machine, roll each piece into thin sheets, about 1/16-inch thick.
Assemble lasagna
Preheat oven to 375°F (190°C). In a 9x13-inch baking dish, spread a thin layer of meat sauce. Place a pasta sheet on top. Spread a thin layer of béchamel, ricotta, mozzarella, and Parmesan. Repeat layers until all ingredients are used, ending with cheese.
Bake lasagna
Cover lasagna with foil and bake for 30 minutes. Remove foil and bake for another 30 minutes, or until golden brown and bubbly. Let cool for 15 minutes before serving.
