Read instructions and get ready to cook
Preheat oven and prep muffin pan
Preheat the oven to 375°F (190°C). Line a 12-cup muffin pan with paper liners or grease with cooking spray.
Mix dry ingredients
In a large bowl, whisk together the whole wheat flour, all-purpose flour, baking powder, cinnamon, nutmeg, and salt.
Mix wet ingredients
In another bowl, beat the eggs, brown sugar, oil, vanilla extract, and milk until well combined.
Peel and chop apples
Peel, core, and chop the apples into small chunks, about 1/4-inch in size.
Combine wet and dry mixtures
Gradually stir the wet ingredients into the dry ingredients, mixing just until incorporated. Fold in the chopped apples.
Make streusel topping
