Preheat Oven

Preheat your oven to 350°F (175°C).

Prepare Cabbage Leaves

Bring a large pot of water to a boil. Core the cabbage and carefully peel off 8 large leaves. Blanch the leaves in boiling water for 2 minutes, then transfer to cold water to cool. Drain and set aside.

Cook Rice

In a small saucepan, bring 1 cup of water to a boil. Add the rice, reduce heat, cover, and simmer for 18 minutes or until water is absorbed. Set aside to cool.

Prepare Filling

In a large bowl, mix the cooked rice, ground beef, salt, and black pepper. Mince the garlic and finely chop the onion, then add to the mixture. Combine thoroughly.

Fill Cabbage Leaves

Place a portion of the beef and rice mixture onto the center of each cabbage leaf. Fold in the sides and roll up the leaf to enclose the filling. Secure with toothpicks if necessary.

Prepare Baking Dish

Spread half of the tomato sauce on the bottom of a baking dish. Arrange the cabbage rolls seam side down in the dish.

Pour the remaining tomato sauce and 1/2 cup of water over the cabbage rolls. Drizzle with olive oil and sprinkle paprika over the top. Cover with foil and bake for 1 hour or until the meat is cooked through.
