Soak chickpeas
Soak 1 cup dried chickpeas overnight in water. Drain and pat dry.
Prepare falafel mixture
In a food processor, combine soaked chickpeas, chopped onion, 2 cloves garlic, parsley, cilantro, 1/2 teaspoon cumin, coriander, 3/4 teaspoon salt, and baking soda. Pulse until finely minced but not pureed.
Chill mixture
Refrigerate falafel mixture for 30 minutes.
Shape falafel
Form mixture into small balls or patties.
Heat oil
In a deep skillet or pot, heat vegetable oil to 350°F (175°C).
Fry falafel
Fry falafel in batches until golden brown, about 3-4 minutes per batch.
Drain
Remove falafel with a slotted spoon and drain on paper towels.
Prepare hummus
In a clean food processor, blend remaining chickpeas, 1 clove garlic, tahini, lemon juice, olive oil, remaining 1/2 teaspoon cumin, and 1/4 teaspoon salt until smooth.
Adjust hummus consistency
With the processor running, slowly add ice water until desired consistency is reached.
Serve
Arrange falafel on a platter with a bowl of hummus. Serve immediately while falafel is still warm.
