Cut the chicken
Cut the chicken thighs into bite-sized pieces, about 1-inch in size. Season the chicken with salt and black pepper.
Prepare the batter
In a large bowl, whisk together the cornstarch and eggs until smooth.
Prepare the sauce ingredients
Mince the garlic cloves and grate the ginger. Thinly slice the green onions, separating the white and green parts.
Make the sauce
In a small bowl, whisk together the soy sauce, rice vinegar, hoisin sauce, brown sugar, minced garlic, grated ginger, and red pepper flakes.
Coat the chicken
Add the chicken pieces to the batter and stir to coat evenly.
Fry the chicken
Heat the vegetable oil in a large wok or deep skillet over medium-high heat. Working in batches, carefully add the battered chicken pieces to the hot oil and fry until golden brown and cooked through, about 4-5 minutes per batch. Remove the fried chicken with a slotted spoon and drain on a wire rack or paper towels.
Stir-fry the sauce
Pour off all but 1 tablespoon of the oil from the wok. Add the white parts of the green onions and stir-fry for 30 seconds. Add the sauce mixture and bring to a simmer, stirring constantly, until thickened, about 1-2 minutes.
Toss the chicken with the sauce
Add the fried chicken pieces to the wok and toss to coat evenly with the sauce.
Serve hot
Serve the General Tso's chicken hot, garnished with the green parts of the green onions. Enjoy with steamed rice.
