Read instructions and get ready to cook
Prepare dough
In a large bowl, mix flour, sugar, yeast, and salt.
Add liquids
Gradually add warm milk and water to the dry ingredients, mixing to form a soft dough.
Knead dough
Knead the dough on a floured surface for about 5 minutes until smooth and elastic.
First rise
Place dough in a greased bowl, cover, and let rise in a warm place for 1 hour.
Prepare filling
Mix brown sugar, chopped nuts, and cinnamon in a bowl.
Divide dough
Punch down the risen dough and divide into 8 equal portions.
Shape pancakes
Flatten each portion into a disc, place filling in the center, and seal edges to form a ball.
Heat pan
Heat a non-stick pan or griddle over medium heat. Add a small amount of oil.
Cook pancakes
Place a filled dough ball in the pan and flatten slightly with a spatula.
Flip pancake
Cook for 2-3 minutes, then flip and cook the other side for 2 minutes.
Press and cook

Remove from heat
Transfer the cooked hotteok to a plate lined with paper towels.
Repeat process
Continue cooking the remaining pancakes, adding oil to the pan as needed.
Cool slightly
Allow hotteok to cool for a few minutes, as the filling will be very hot.
Serve
Serve warm, optionally dusted with powdered sugar or drizzled with honey.
