Cook the rice

In a saucepan, combine rice with 2 cups water. Bring to a boil, then reduce heat to low. Cover and simmer for 15-20 minutes until water is absorbed. Fluff with a fork and set aside.

Peel and dice the onion. Peel and mince the garlic.

Heat oil in a large skillet over medium-high heat. Add ground beef and break it up with a spoon. Cook until no longer pink, about 5-7 minutes. Drain excess fat if necessary.

Add diced onion and minced garlic to the beef. Cook for 2-3 minutes until onion is translucent. Add spices (such as chili powder, cumin, oregano, and paprika). Stir to combine and cook for 1 minute until fragrant.

Drain and rinse beans. Add to the beef mixture. Stir to combine and heat through.

Warm the tortillas

Lightly brush a skillet with oil. Warm tortillas one at a time, about 30 seconds per side. Keep warm by wrapping in a clean kitchen towel.

Assemble the burritos

Lay a tortilla flat on a work surface. Place 1/4 of the rice in the center, forming a line. Top with 1/4 of the beef and bean mixture. Add 1/4 of the cheese and a spoonful of salsa.

Fold the burritos

Fold in the sides of the tortilla. Fold up the bottom over the filling. Roll tightly away from you to form a burrito. Repeat with remaining tortillas and filling.

Toast the burritos (optional)

Heat a clean skillet over medium heat. Place burritos seam-side down. Cook for 1-2 minutes per side until golden and crisp.
