Prepare the dough
In a large bowl, whisk together 4 cups of all-purpose flour, 2 1/4 teaspoons of active dry yeast, 2 tablespoons of sugar, and 1 teaspoon of salt.
Heat milk and butter
In a small saucepan, heat 1 cup of milk and 1/4 cup of unsalted butter until the butter is melted and the mixture is warm (about 110°F/43°C).
Combine wet and dry ingredients
Pour the warm milk mixture into the flour mixture and add 2 whole eggs. Mix until a soft dough forms.
Knead the dough
On a lightly floured surface, knead the dough for 5-7 minutes, or until smooth and elastic.
Let the dough rise
Place the dough in a greased bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour, or until doubled in size.
Prepare the garlic butter
In a small bowl, mix together the remaining 1/4 cup of softened unsalted butter, 6 minced garlic cloves, and 1/4 cup of finely chopped fresh parsley.
Shape the rolls
Punch down the dough and divide it into 12 equal-sized pieces. Roll each piece into a ball and place them in a greased 9x13-inch baking dish.
