Read instructions and get ready to cook
Prepare the fish
Clean and rinse the whole fish. Pat dry with paper towels.
Season the fish
Rub the fish inside and out with salt and white pepper.
Prepare ginger
Peel and julienne the ginger into thin strips.
Prepare scallions
Cut scallions into 2-inch lengths, then slice lengthwise into thin strips.
Prepare steamer
Set up a steamer or place a steaming rack in a wok or large pot with water. Bring water to a boil.
Place fish in steamer
Place the fish on a heat-proof plate that fits in your steamer.
Add ginger
Stuff some ginger strips inside the fish cavity and scatter the rest on top.
Steam fish
Place the plate with fish in the steamer. Cover and steam for about 8-10 minutes, until the fish flakes easily with a fork.
Prepare sauce
In a small bowl, mix soy sauce, sugar, and sesame oil.
Remove fish
Carefully remove the plate from the steamer. Drain any accumulated liquid.
Add scallions

Heat oil

Pour hot oil
