Read instructions and get ready to cook
Prepare vine leaves
Rinse the vine leaves under cold water. Remove any stems and set the leaves aside.
Cook rice
In a small saucepan, cook the rice according to package instructions. Set aside to cool.
Chop onions and garlic
Peel and finely chop the onions. Peel and mince the garlic cloves.
Mix filling
In a large bowl, combine the ground beef, cooked rice, chopped onions, minced garlic, tomato paste, paprika, salt, and black pepper. Mix well until all ingredients are evenly distributed.
Fill and roll vine leaves
Place a vine leaf flat on a cutting board, shiny side down. Place about 1 tablespoon of the meat mixture in the center of the leaf. Fold the bottom of the leaf over the filling, then fold in the sides and roll tightly to enclose the filling completely. Repeat with the remaining vine leaves and filling.
Arrange rolls in pot
Arrange the stuffed vine leaves seam-side down in a large pot, packing them tightly in layers.
Add lemon juice and broth
Squeeze the lemon juice over the rolls. Pour the beef broth over the rolls, ensuring they are fully submerged.
Simmer rolls
Place a heavy plate on top of the rolls to keep them submerged. Bring the liquid to a boil, then reduce the heat to low, cover the pot, and let the rolls simmer for 1.5-2 hours or until the rice is cooked and the flavors have melded together.
Serve
Remove the pot from the heat and let the Balkan Stuffed Vine Leaves cool slightly before serving.
