Prepare marinade
In a large bowl, whisk together soy sauce, brown sugar, rice vinegar, and sesame oil.
Add aromatics
Mince garlic and ginger, add to the marinade along with red pepper flakes and black pepper.
Marinate wings
Add chicken wings to the marinade, coat evenly. Cover and refrigerate for 2 hours.
Preheat oven
Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.
Arrange wings
Remove wings from marinade, shake off excess. Arrange on the baking sheet.
Bake wings
Bake for 25 minutes, then flip and bake for another 20 minutes until crispy.
Prepare glaze
In a saucepan, combine remaining soy sauce and brown sugar. Bring to a simmer.
Thicken glaze
Mix cornstarch and water, add to the simmering sauce. Cook until thickened.
Glaze wings

Toast sesame seeds in a dry pan. Thinly slice green onions.
Final glazing
Remove wings from oven, brush with remaining glaze.
