Preheat the oven
Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.
Prepare the crust
In a large bowl, mix together the flour and sugar. Cut in the butter until the mixture resembles coarse crumbs. Press the mixture evenly into the prepared baking pan.
Bake the crust
Bake the crust for 15-20 minutes, or until lightly golden brown. Remove from the oven and let cool.
Prepare the custard filling

Pour the filling over the crust

Prepare the whipped cream
In a large bowl, beat the heavy cream and powdered sugar with an electric mixer until stiff peaks form.
Top the bars with whipped cream
Spread the whipped cream evenly over the chilled custard filling.
Dust with cocoa powder
Using a fine-mesh sieve, dust the cocoa powder over the top of the whipped cream.
Chill and serve
