Prepare the beef
Slice the flank steak against the grain into thin strips, about 1/4-inch thick. Place the sliced beef in a bowl and set aside.
Prepare the vegetables
Cut the broccoli into bite-sized florets. Mince the garlic cloves and grate the ginger. Thinly slice the green onions, separating the white and green parts.
Cook the noodles
Cook the lo mein noodles according to the package instructions. Drain and set aside.
Make the sauce
In a small bowl, whisk together the soy sauce, oyster sauce, rice vinegar, sesame oil, cornstarch, and water until smooth.
Cook the beef
Heat 1 tablespoon of vegetable oil in a large wok or skillet over high heat. Add the sliced beef and stir-fry for 2-3 minutes, or until browned. Remove the beef from the wok and set aside.
Cook the vegetables

Add the sauce and noodles
Pour the sauce into the wok and bring it to a simmer. Add the cooked noodles and stir to coat them evenly with the sauce.
Return the beef to the wok
Add the cooked beef back to the wok and toss everything together until well combined and heated through, about 1-2 minutes.
