Make the biscuit dough
In a large bowl, whisk together the all-purpose flour, baking powder, and salt. Using a pastry cutter or your fingers, cut in the cold unsalted butter until the mixture resembles coarse crumbs. Gradually stir in the milk until a soft dough forms.
Prepare the filling
In a large skillet, cook the ground pork over medium heat until browned and cooked through. Drain any excess fat. Finely chop the onion, mince the garlic cloves, and grate the ginger. Add them to the skillet and cook until softened, about 5 minutes.
Season the filling
Stir in the soy sauce, hoisin sauce, rice vinegar, and sesame oil. Grate the carrot and thinly slice the green onions, then add them to the skillet. Cook for an additional 2-3 minutes, or until the vegetables are tender. Remove from heat and let cool slightly.
Shape the bao buns
Divide the biscuit dough into 12 equal portions. Roll each portion into a ball, then flatten it into a disc about 4 inches in diameter. Place 2-3 tablespoons of the pork filling in the center of each disc. Gather the edges of the dough up and around the filling, pinching to seal and form a bun shape.
Bake the bao buns
Place the filled bao buns on a baking sheet lined with parchment paper, seam-side down. Bake in a preheated 375°F (190°C) oven for 18-20 minutes, or until the buns are golden brown.
Serve
Remove the biscuit bao buns from the oven and let them cool for 5 minutes. Serve warm and enjoy the unique combination of flavors and textures in these fusion-style buns!
