Preheat oven

Preheat the oven to 375°F (190°C).

Cook rice

In a small saucepan, cook the rice according to package instructions. Set aside to cool.

Chop vegetables

Remove the outer leaves and core from the cabbage. Chop the cabbage into bite-sized pieces. Peel and chop the onions. Peel and mince the garlic cloves.

Cook ground beef

In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the ground beef and cook, breaking it up with a wooden spoon, until browned and no longer pink.

Add onions and garlic

Add the chopped onions and minced garlic to the skillet with the ground beef. Sauté for 5 minutes or until the onions are softened and translucent.

Mix filling

In a large bowl, combine the cooked ground beef mixture, cooked rice, tomato sauce, paprika, salt, and black pepper. Mix well until all ingredients are evenly distributed.

Grease baking dish

Grease a 9x13 inch baking dish with the remaining 1 tablespoon of olive oil.

Layer cabbage and filling

Place half of the chopped cabbage in the prepared baking dish. Spread the ground beef and rice mixture evenly over the cabbage. Top with the remaining cabbage.

Add water

Pour the water over the top of the casserole.

Cover and bake

Cover the baking dish tightly with foil. Bake the casserole for 1 hour.

Uncover and bake

Remove the foil and continue baking for an additional 30 minutes or until the cabbage is tender and the top is lightly browned.

Let stand and serve

Remove the Balkan Cabbage Casserole from the oven and let it stand for 10 minutes before serving.
