Prepare bell peppers
Preheat the oven to 375°F (190°C). Cut bell peppers in half lengthwise and remove seeds and membranes.
Cook couscous
In a saucepan, bring water to a boil. Add couscous, stir, cover, and remove from heat. Let stand for 5 minutes, then fluff with a fork.
Sauté vegetables
Heat olive oil in a skillet over medium heat. Dice onion and mince garlic. Add to the skillet and cook until softened, about 5 minutes.
Add zucchini and tomato
