Cook Rice
In a large saucepan, bring 2 cups of water to a boil. Add 1 cup of long-grain white rice and reduce heat. Cover and simmer for 20 minutes or until water is absorbed.
Add Milk and Sugar
Stir in 4 cups of lactose-free milk, 1/2 cup of sugar, and 1/4 teaspoon of salt into the cooked rice. Cook over medium heat, stirring frequently, until thick and creamy, about 15 minutes.
Add Raisins
Add 1/2 cup of raisins to the mixture. Continue to cook, stirring occasionally, for another 5 minutes.
Flavor with Vanilla and Cinnamon
Remove from heat and stir in 1 teaspoon of vanilla extract and 1/2 teaspoon of ground cinnamon.
Cool and Serve
Let the rice pudding cool slightly. It can be served warm or chilled, according to preference.
