Read instructions and get ready to cook
Chop vegetables
Peel and chop the onions. Remove the seeds and stems from the bell peppers and chop them into bite-sized pieces. Cut the tomatoes into chunks. Peel and mince the garlic cloves.
Heat oil
Heat the olive oil in a large pot or Dutch oven over medium heat.
Sauté onions and garlic
Add the chopped onions and minced garlic to the pot. Sauté for 5 minutes or until the onions are softened and translucent.
Add peppers and tomatoes
Add the chopped bell peppers and tomatoes to the pot. Stir to combine with the onions and garlic.

Simmer stew

Add fish to stew

Remove bay leaves
Remove the bay leaves from the stew and discard them.
Serve
