Prepare the beef

Slice the flank steak against the grain into thin strips, about 1/4-inch thick. Place the beef strips in a large bowl.

Marinate the beef

In a small bowl, whisk together 1 tablespoon of cornstarch and 2 tablespoons of soy sauce. Pour the mixture over the beef strips and toss to coat evenly. Set aside to marinate for 10 minutes.

Prepare the sauce

In another small bowl, whisk together the brown sugar, remaining 1 tablespoon of cornstarch, and remaining 2 tablespoons of soy sauce until the sugar dissolves. Set the sauce aside.

Prepare the aromatics

Peel and mince the garlic cloves. Peel and finely grate the ginger. Thinly slice the green onions, separating the white and green parts. Cut the dried red chili peppers into small pieces, removing the seeds if desired.

Cook the beef

Heat the vegetable oil in a large wok or skillet over high heat. Add the marinated beef strips and stir-fry for 2-3 minutes, or until browned and almost cooked through. Remove the beef from the wok and set it aside.

Stir-fry the aromatics

In the same wok, add the minced garlic, grated ginger, white parts of the green onions, and dried red chili peppers. Stir-fry for 30 seconds until fragrant.

Add the sauce and beef

Pour the prepared sauce into the wok and bring it to a simmer. Cook for 1-2 minutes, or until the sauce thickens slightly. Return the cooked beef to the wok and toss to coat evenly with the sauce. Cook for an additional 1-2 minutes until the beef is heated through.
