Read instructions and get ready to cook
Cook the pasta
Preheat the oven to 375°F (190°C). Bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain the pasta and set it aside.
Prepare the vegetables
Cut the broccoli into bite-sized florets. Cut the zucchini into half-moons. Remove the seeds and dice the bell pepper. Peel and finely chop the onion. Peel and mince the garlic cloves.
Make the cheese sauce
In a large saucepan, melt the butter over medium heat. Add the chopped onion and minced garlic, and sauté for 3-4 minutes or until softened. Stir in the flour and cook for 1 minute. Gradually whisk in the milk, stirring constantly until the sauce thickens. Remove from heat and stir in the grated cheddar cheese, half of the grated Parmesan cheese, salt, and black pepper.
Combine ingredients
In a large bowl, combine the cooked pasta, broccoli florets, zucchini half-moons, diced bell pepper, and cheese sauce. Mix well until all ingredients are evenly coated.
Assemble the casserole
Transfer the pasta and vegetable mixture to a 9x13 inch baking dish. In a small bowl, mix the breadcrumbs with the remaining grated Parmesan cheese. Sprinkle the breadcrumb mixture evenly over the top of the casserole.
Bake and serve
Bake the Pasta and Veggie Casserole for 25-30 minutes or until the top is golden brown and the casserole is bubbly. Remove from the oven and let it cool for 5-10 minutes before serving hot.
