In a medium pot, bring 2 cups of water to a boil. Add the rice, stir once, and return to a boil. Reduce heat to low, cover, and simmer until the rice is tender and has absorbed the water, about 20 minutes.
While the rice cooks, peel and finely chop the onion. Peel and mince the garlic. Remove the stem and seeds from the bell pepper and chop it into small pieces.
Drain the canned beans in a colander and rinse under cold running water.
In a large skillet, heat the olive oil over medium heat. Add the chopped onion, minced garlic, and chopped bell pepper. Sauté until the vegetables are softened, about 5-7 minutes.
Add the rinsed beans to the skillet, along with the cumin, oregano, salt, and black pepper. Stir to combine and cook until the beans are heated through, about 3-5 minutes.
When the rice is done, fluff it with a fork. Add the cooked rice to the skillet with the beans and stir to combine.
Serve the rice and beans hot, as a side dish or main course.
