Prepare the steak
Slice the flank steak against the grain into thin strips, about 1/4-inch thick.
Marinate the steak
In a bowl, mix together the sliced steak, 2 tablespoons of soy sauce, and 1 tablespoon of cornstarch. Set aside to marinate for 10 minutes.
Prepare the broccoli
Cut the broccoli into bite-sized florets.
Prepare the garlic and ginger
Mince the garlic cloves and grate the ginger.
Prepare the sauce
In a small bowl, whisk together the remaining 2 tablespoons of soy sauce, 1 tablespoon of cornstarch, and 1/4 cup of water. Set aside.
Stir-fry the broccoli
Heat 1 tablespoon of vegetable oil in a large wok or skillet over medium-high heat. Add the broccoli and stir-fry for 3-4 minutes, or until it's tender-crisp. Remove the broccoli from the wok and set aside.
Stir-fry the steak
In the same wok, heat the remaining 1 tablespoon of vegetable oil over high heat. Add the marinated steak and stir-fry for 2-3 minutes, or until it's browned and cooked through.
Add the garlic and ginger
Add the minced garlic and grated ginger to the wok. Stir-fry for 30 seconds, or until fragrant.
Combine the ingredients
Return the broccoli to the wok and pour in the sauce. Stir-fry for 1-2 minutes, or until the sauce has thickened and coats the steak and broccoli.
Serve
Serve the Steak with Broccoli hot, over steamed rice or noodles.
