Prepare the batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, 1/2 teaspoon of salt, and 1/4 teaspoon of black pepper. Gradually whisk in the water until a smooth batter forms.
Prepare the vegetables
Cut the red and green bell peppers into 1-inch pieces. Cut the pineapple into 1-inch chunks. Cut the onion into 1-inch pieces. Mince the garlic cloves.
Prepare the sweet and sour sauce
In a small bowl, whisk together the ketchup, rice vinegar, soy sauce, sugar, remaining 1/2 teaspoon of salt, and 1/4 teaspoon of black pepper.
Coat the cod fillets
Dip the cod fillets into the batter, ensuring they are evenly coated on all sides.
