Prepare the syrup

In a saucepan, combine the sugar, water, lemon juice, and vanilla extract. Bring the mixture to a boil, stirring until the sugar dissolves. Reduce the heat and simmer for 5 minutes. Remove from heat and let cool.

Prepare the dough

In a separate saucepan, bring the water, butter, and salt to a boil. Reduce the heat and add the flour all at once, stirring vigorously until the mixture forms a smooth ball and pulls away from the sides of the pan.

Add the eggs

Remove the dough from the heat and let it cool slightly. Add the eggs one at a time, beating well after each addition, until the dough is smooth and glossy.

Heat the oil

In a deep, heavy-bottomed pot, heat the vegetable oil to 350°F (175°C).

Pipe the tulumba

Transfer the dough to a pastry bag fitted with a star-shaped nozzle. Pipe 2-inch lengths of dough directly into the hot oil, using scissors to cut the dough from the nozzle.

Fry the tulumba

Fry the tulumba in batches until golden brown and crispy, about 3-4 minutes per batch. Remove the tulumba from the oil using a slotted spoon and drain on paper towels.

Soak the tulumba in syrup

While the tulumba are still hot, dip them in the cooled syrup, turning to coat evenly. Remove the tulumba from the syrup and place them on a wire rack to drain excess syrup.
