Prepare the vegetables
Grate the zucchini and carrots using a box grater or food processor. Place the grated vegetables in a clean kitchen towel and squeeze out as much excess moisture as possible. Thinly slice the scallions.
Make the batter
In a large bowl, whisk together the all-purpose flour, eggs, milk, garlic powder, salt, and black pepper until smooth.
Combine the vegetables and batter

Fry the fritters
